Summary

The purpose of the Community Program fund is to assist local law enforcement agencies with establishing community programs and agencies of local government in establishing violence intervention programs.
These programs support the Office's objective of developing criminal justice strategies that are coordinated at the local, state, and federal levels. The program also seeks to enhance the relationship between law enforcement and youth.
Agencies must provide recreational or athletic opportunities for members of the community; improve relations between residents and law enforcement; otherwise benefit or improve the community; or a violence intervention program established and supported by a local law enforcement agency or another agency in local government. Programs can include, but are not limited to:
- Police/community events such as National Night Out”
- Programs for School Resource Officers to implement within public schools
- Partnerships with other community groups such as food pantries, recreational leagues, athletic events, local health departments, The Y, Police Explorers, and The Boys and Girls Club.
- Mentorship programs to encourage youth to consider public safety careers
- Violence intervention programs established and supported by a local law enforcement agency or another agency of a local government.
History of Funding

Up to $500,000 was available in FY2020 to FY2022 for 10-20 awards.
Up to $500,000 was available in FY2024 and FY2025 for 15-25 awards.

The following is a listing of services, activities, and costs that are eligible for support with Community Program Fund grant funds within a sub-recipients organization:
- Personnel
- Operating expenses
- Travel
- Contractual Services
- Equipment
- Branded items (hats, mugs, portfolios, t-shirts, bags, etc.)
The following services, activities, and costs, although not exhaustive, cannot be supported with the Community Program Fund grant funds at the sub-recipient level:
- Administrative Costs
- Alcoholic beverages
- Bad debt
- Bonuses or Commissions
- Construction/Capital Expenses/Land Acquisition
- Corporate Formation (costs associated with incorporation fees, brokers' fees, fees to promoters, organizers or management consultants, attorneys, accountants, or investment counselor in connection with establishment or reorganization of an organization)
- Fundraising
- Honorarium
- Lobbying costs
- Meals
Eligibility Details

Eligible applicants are Maryland local law enforcement agencies and local government agencies.
Deadline Details

Applications were to be submitted by May 2, 2025. A similar deadline is anticipated, annually.
Award Details

Up to $500,000 is available in FY2026 for 15-25 awards ranging from $5,000 to a maximum of $50,000. There is no match requirement. Project periods extend to up to 12 months, starting July 1, 2025, and ending June 30, 2026.
