    Summary

    The School Building Authority Capital Fund (SBA Capital Fund) assists districts in fast-tracking projects, while also providing municipalities and the State savings in deferred financing costs.


    The objective of the FY 2019 School Building Authority Capital Fund is to address high priority repairs and school safety projects in communities with limited financial capabilities. Through an application process, all districts will have access to upfront progress payments funding to prioritize and expedite high priority projects with the ultimate goal of improving the health and well being of students and staff.


    Examples of eligible projects include:

    • School Safety and Security (i.e., safety glass, entry redesign, door hardware)
    • Fire Protection (i.e., sprinklers, fire alarms, egress windows)
    • American with Disabilities Act (i.e., egress ramps, walkways, elevator repairs, signage)
    • Heating & Ventilation Systems (i.e., boiler replacement, unit ventilators, HVAC repairs)
    • Building Envelope (i.e., roof repairs, window replacements, electrical and plumbing upgrades)
    • Hazardous Materials Abatement (i.e., asbestos abatement and radon mitigation)

    NOTE: Projects must be substantially complete by December 31, 2019. If the project is not complete by this date, the project amount will be deducted from the applicant's FY 2021 Housing Aid.

    Additional Information

    Because funds are limited, projects intended to repair and/ or renovate building systems which are unsound or otherwise in a condition seriously jeopardizing the health and safety of school children are given priority.

  • Eligibility Details

    Eligible applicants are Rhode Island local education agencies (LEA) that have an active Council on Elementary and Secondary Education approval, have a local Capital Reserve Fund, and submitted an asset protection plan in 2018.

    Deadline Details

    Applications were to be submitted by September 21, 2018. A similar deadline is anticipated, annually.

    Award Details

    Up to $9,100,000 was available in FY2019. Individual awards range from $10,000 to $1,000,000.
